Brief Bio:
Dr. Tatyana Guzman is an Associate Professor in Public Finance and Policy Analysis. Dr Guzman joined Levin College of Public Affairs and Education (CPAE) faculty at CSU in 2013 after graduating the School of Public and Environmental Affairs (SPEA) at Indiana University Bloomington (IU) with majors in Public Finance and Policy Analysis and a minor in Education Policy Studies.

Dr Guzman research interests are in budgeting, municipal finance, tax preferences, and fiscal health of US local governments. She recently published a co-authored book on Municipal Fiscal Emergencies and Bankruptcies. Dr Guzman articles were published in Public Budgeting and Finance (PBF), Policy Studies Journal (PSJ), American Review of Public Administration (ARPA), and other outlets. She has been presenting and serving in different roles in multiple national conferences, such as the Association for Public Budgeting and Finance (ABFM) (almost every year since 2009), Association for Public Policy Analysis and Management (since 2011), and others. Dr Guzman coordinated Public Finance section at Western Social Sciences Association (WSSA) for two years between 2017 and 2019 and is now chairing a host committee for ABFM 2024 that will be held in Cleveland. Dr Guzman currently chairs CSU's "Faculty Senate Budget and Finance Committee", is a member of the University "Planning and Budget Advisory Committee", University Steering committee, CSU Faculty Senate, and University Research Council.

Dr Guzman has 15 years of teaching experience. Before joining Cleveland State University (CSU) she taught economics, statistics, and public finance classes at Indiana University Bloomington (IUB) and Indiana University Purdue University in Indianapolis (IUPUI). At CSU Dr Guzman has been teaching classes in Budgeting, Research Methods, and general Government Finance.
