Abstract
This article was based on my invited contribution to the Law Review's Symposium on Originalism and Constitutional Interpretation in Spring 2014. Upon receiving the manuscript James Gianfagna, the Review’s Executive Editor, e-mailed me and said: I am blown away thus far. Not only was I impressed with the substantive material, but the organization and composition employed in its drafting are nearly flawless.
