N2 - The concept of decision rights and accountability, and the gap, which effects the relationship between IT management and top management, is discussed. The decision rights can be defined as the extent to which groups make or have final over decision, while accountability for outcomes can be defined as the extent to which groups are held responsible for the outcome of decision. The decision rights and accountability framework for a firm is usually implemented through its structure, process, committees, procedures, and incentives. IT group has retained decision rights for major IT decisions and has control processes to measure outcomes solutions for the business. Various organizational forms, such as the historical notoriety of IT group, are planning to implement decision rights and accountability. Number of topologies have been proposed to categorize major IT decision, such as IT strategic vision, IT architecture, IT investments, application development, and outsourcing.
