Abstract

As a guest blogger on the widely read Taxprof Blog, I discussed the ingredients of sound tax reform by comparing and contrasting the economic, fiscal, and political conditions present in 1986 and the content of the 1986 Tax Reform Act with the economic, fiscal, and political conditions present in 2017 and the content of the then-proposed Tax Cuts and Jobs Act.
